Covansys Continues to Dominate Public Sector With More Than $30 Million in Announced HAVA Awards in Just Over a Year
Covansys Corporation (NASDAQ:CVNS), a global consulting and technology services company, along with its subcontractors PCC Technology Group (PCC), a leading provider of election management solutions, and Aradyme Corporation (OTCBB:ADYE), a next-generation database company, announced today that it was awarded a $14.8 million contract by the New Jersey Attorney General's office to implement a statewide voter registration system. This is the sixth HAVA win for Covansys, which recently announced voter registration contracts with the states of Maine and Nevada.
This technology will help New Jersey's 21 counties meet the mandates set forth by the Help America Vote Act (HAVA). HAVA requires that all states put in place a centralized and interactive statewide voter registration system that will be defined, maintained, and administered at the state level by January 2006. New Jersey's voter registration system is scheduled to be fully implemented by the end of December 2005.
Covansys will provide the design, development, and implementation of the new system utilizing PCC's ElectioNet(TM) software, with Aradyme providing the voter data migration and conversion services. The contract includes the hosting, maintenance and help desk support of the system through 2007. The system is expected to provide a number of benefits for the state including:
-- The ability of counties to share voter registration data with other counties
-- A robust system redundancy and failover architecture
-- County level analysis and reporting capabilities
-- Interface with state agencies
-- The facilitation of real-time statewide voter search for all authorized state election officials
-- Detection of duplicate registrations
-- Voter validation and identification (unique identifiers)
-- Digitized signature support and scanning of voter registration cards
-- The ability to generate voter lists
-- Petition management
-- Voter history information
-- Management reporting and standard/custom reports
For the voters of New Jersey, the system will increase customer service by standardizing and centralizing the registration process and ensuring accurate and consistent registration practices throughout the state. Additional benefits include the ability to scan voter registration cards and voter correspondence.
"ElectioNet will provide the state with a high-performance voter registration system that not only reduces the potential for fraud, but provides data in real-time as well as comprehensive support for their election processes," said Joe Singh, PCC executive vice president.
"This project has a relatively short timetable, and we're pleased that Aradyme was chosen as the trusted solution to manage and convert the data in a timely manner," said James R. Spencer, chief executive officer of Aradyme. "Projects like these really showcase the value, flexibility and effectiveness of our technology."
"This is an important award for Covansys, cementing our leadership position in the HAVA market. The ElectioNet solution is unmatched in the industry, and we're very pleased that New Jersey has recognized the value in it," said Arvind Malhotra, senior vice president of Covansys' Public Sector Practice.
For nearly 20 years, Covansys has provided public sector solutions to more than 47 states plus the Virgin Islands, District of Columbia and Guam in the areas of health and human services, public retirement, public health, motor vehicle services and unemployment insurance systems. To date, Covansys has been selected by six states to implement a HAVA solution including the states of Rhode Island, Idaho, Nevada, Maine and New Hampshire and has announced more than $30 million in HAVA contracts since February 2004.
