CPEU News BluePoint Energy and URS Corporation Accepted to Provide Energy Conservation Services under Contracts for the State of California Department of Corrections and Rehabilitation Facilities

EL DORADO HILLS, Calif.--(BUSINESS WIRE)--Aug. 3, 2006--Chapeau, Inc. d/b/a BluePoint Energy, Inc. (OTC BB: CPEU) today announced that the State of California Department of Corrections and Rehabilitation (CDCR) has accepted its response to a Request for Qualifications (RFQ) to provide energy conservation services to 33 adult institutions and 7 juvenile justice facilities under the jurisdiction of the CDCR. The response was submitted in May 2006 by URS Corporation on behalf a 3-member team that includes BluePoint Energy, Inc. and Robert Thomas Brown Company, a professional consulting company. The RFQ mandates project management, quality management, engineering, design, construction, estimating, and other energy conservation services to reduce CDCR's $81 million in electricity and natural gas purchases in fiscal 2005. Separate from the RFQ, BluePoint has already submitted its first discount energy purchase (DEP) proposal to the CDCR for a $1.9 million cogeneration project at the Heman G. Stark and East Chino correctional facilities.

Guy A. Archbold, Chief Executive Officer of BluePoint Energy, commented, "We are excited at the opportunity to demonstrate the efficiency of our state-of-the-art EnviroGen(TM) Energy Module combined heat and power technology, which is compliant with all California Air Quality Management District (AQMD) emission requirements. We are also pleased with the opportunity to team with URS Corporation, the largest engineering/design firm in the United States. This relationship highlights our abilities to deliver 'ultra-green' energy solutions to the California Department of Corrections and Rehabilitation and every other California State Department, while providing significant economic benefits via our proprietary discount energy purchase agreements and simultaneously reducing demand from an already burdened electric power grid in California. To that end and independent of the CDCR, we have already met with senior energy managers from most of the State's departments to elaborate upon this pathway of utilizing our EnviroGen(TM) Energy Modules combined with our discount energy purchase agreements to meet the Governor's Executive Order for 'greening' all California Departments, and have received highly favorable responses. It is estimated that the total number of State-owned facilities applicable to CHP exceeds 15,000. The recent summer heat waves and resultant statewide power outages only serve to reinforce the Governor's mandate for immediate attention to the power crisis facing California."

Archbold added, "The Governor of California has mandated via Executive Order that the following three critical issues be addressed and provided by every department within the State: (1) the 'greening' of every State-owned facility; (2) realization of resultant energy savings; and (3) decreased dependence by the State of California on its fragile electrical grid system. It is our mission to provide these exact benefits not only in California but also throughout the US and selected countries worldwide. To that end, we expect further announcements in the very near term."
