SPSC News Horne Engineering Asked To Extend Support To Army's Regional Environmental Offices; Award of Option Year Takes Company into Second Decade of Support to Program

FALLS CHURCH, Va.--(BUSINESS WIRE)--Dec. 15, 2005--Spectrum Sciences & Software Holdings Corp. (OTCBB:SPSC) announced today that its wholly owned subsidiary, Horne Engineering Services, LLC, has been awarded the third option year on its contract to provide technical, managerial, and administrative support to the U.S. Army's Northern, Southern, and Western Regional Environmental Offices (REOs). The value of the option year, which extends Horne Engineering's support to December 8, 2006, is approximately $1.5 million.

The REOs serve as a bridge between the Department of Defense and regional, state, local, and tribal agencies, installations and commands by coordinating, communicating, and facilitating regional environmental issues and activities of interest to the Army. All work performed at the REOs reflects the Army's commitment to strike an appropriate balance between military readiness and environmental stewardship.

Horne Engineering has supported the REOs since they were established in 1995. The company's REO support staff track and report on federal and state environmental legislation and regulations of interest to the Army and Department of Defense; analyze potential impacts of proposed state laws, regulations, and other environmental activities; prepare and produce monthly regional reviews and the quarterly REO newsletter; represent their offices on various technical groups, commissions, and regional partnerships; and plan and coordinate meetings and conferences. The three REOs are located in Edgewood, Maryland; Atlanta, Georgia; and Denver, Colorado.

Exercise of the third option year brings the total contract value to date to $6.4 million. One more option year is available under the current contract.
