The issue.
Diesel fuel lubricity became an issue effective on June 1, 2006, when the U.S. Environmental Protection Agency mandated the requirement for ultra low sulfur diesel (ULSD). ULSD applies to all diesel fuel sold for use in roadgoing vehicles. The allowable sulfur content (15ppm) is much lower than the previous U.S. standard (500 ppm), and aims to reduce emissions of sulfur compounds (blamed for acid rain), nitrogen oxides and particulates.
